I'm sure she would learn a reasonable amount of Normal type moves, but... well, Normal types are extremely common to begin with, and many Pokemon tend to learn them regardless of type. As for your Feebas... I honestly don't know what to tell you, since there are a variety of evolution methods for held items. The most common seems to be trading, as far as I can tell, but if that doesn't work, try leveling it up at different times of day
